Where modular projects actually lose their advantage.

Almost every modular plant we have walked runs below what it was designed to produce. Rarely because people are not working hard. Usually because one or two stations set the pace for the whole line, mid-build changes get absorbed by the crew and never priced, defects are found at the end where they cost the most, and material planning is not driven by the production schedule.

On the project side the failure is different but just as expensive. The modules arrive and the site is not ready. The foundation tolerances do not match what the factory built to. Nobody owned the interface between the factory scope and the site scope, so it fell between two contracts — which is where most modular projects quietly give back the time they saved.

These are structural problems. More effort does not fix them.
